Is it normal for older Golden Retrievers to pant more often?

It is indeed true that senior dogs (of any breed) may pant more often than their younger counterparts. However, there’s a catch. Because excessive panting can be an early warning sign of an underlying issue, you shouldn’t attribute your Golden’s panting to just age.
