Vet recommends hypoallergenic food with cornstarch despite our dog being allergic to corn

I don’t know what’s going on… We just got back from the vet, and they suggested switching Max to this new hypoallergenic kibble that’s supposed to help with his skin issues. Problem is, the first ingredient is cornstarch, and Max has always had a bad reaction to anything with corn in it. I’m kinda freaking out because I don't want to make things worse for him. He's been so itchy lately, scratching like crazy, and I’m worried about his allergies flaring up. Has anyone been in a similar spot or know if cornstarch is really that bad for dogs with corn allergies? It’s all so confusing!
