my dog has severe allergies my family is giving up

I'm really struggling here and could use some advice. We've got this amazing golden retriever, Max, who's been with us for about three years now. He's such a sweetheart, but lately, he's been suffering from these intense allergies. It's heartbreaking to see him itching and miserable all the time. We've tried changing his food, giving him allergy meds, and even multiple vet visits, but nothing seems to work long-term. It’s gotten to the point where his skin is red, and he's losing patches of fur. My family is starting to talk about rehoming him because they can't stand seeing him suffer and the vet bills are piling up. I just can't bear the thought of losing him. I'm desperate for any advice or suggestions on what else we can try. Please help!
