Male dog acting like other male dog is in heat?

I'm feeling a bit overwhelmed and could really use some advice. I have two male dogs, Max and Leo, and lately, Max has been acting super weird around Leo. It's almost like Max thinks Leo is in heat or something! It started about a week ago when Max suddenly became extremely obsessed with sniffing Leo and trying to mount him, following him around constantly, which is strange because they've always been buddy-buddy without any of this behavior before. Both are neutered and usually just hang out like best buds, but now, Max can't seem to leave Leo alone, and it's getting kind of disruptive. Leo appears confused and a bit stressed by all the extra attention too. I've tried distracting them with toys and separate playtimes, but nothing seems to work. Has anyone else experienced something similar with their dogs? Could there be some medical issue at play here, or is this a behavioral phase? I'm at my wits' end and really need some guidance on how to handle this. Thanks in advance!
