I think my puppy's tail is broken

Help, I'm really worried about my puppy's tail! I've got this adorable 4-month-old golden retriever named Max who usually can't stop wagging his tail. But today, I noticed it's just hanging there, and he whimpers whenever I try to touch it. I have no idea what happened—he was playing in the garden this morning, chasing squirrels as usual, and everything seemed fine until a few hours ago. There's no obvious swelling or cuts, but he's clearly in pain and doesn't want to move it. Has anyone else dealt with something like this?
