Dog with hair loss and scabs on both hind legs

I'm really worried about my pup and hoping for some advice. Over the past couple of weeks, I've noticed that my dog is losing hair on both of his hind legs, and it's leaving behind these nasty scabs. At first, I thought it was just some seasonal shedding or maybe he was scratching too much, but it's not getting any better. He's starting to seem really uncomfortable, and I can't stand to see him like this. I've been trying to keep it clean and have put a cone on him temporarily so he doesn't lick or bite at it, but the scabs just won't heal. He's eating fine, but I've noticed him being a bit more sluggish lately, which isn’t like him at all. I'm planning to take him to the vet soon, but has anyone else experienced something similar?
