Do I need to reapply his flea medication?

Help, I'm at a bit of a loss here. I applied flea medication to my cat, Max, about two weeks ago, but I'm still seeing fleas on him. I used the same brand we’ve always used, the one recommended by our vet. I followed all the steps and made sure it settled on his skin, not the fur, but now I'm just really worried it's not working. Could it be that I need to reapply it sooner than expected, or should I try a different brand altogether? Max is an indoor cat, but we do let him out into the backyard quite a bit, and I noticed him scratching more than usual yesterday. I don’t want him to be uncomfortable, and honestly, I just feel terrible thinking I might’ve done something wrong. Any advice would be appreciated!
