Cat licking prepuce, leaking urine

I don’t know what’s going on, but I could really use some advice. My cat, Max, has started acting pretty odd over the last couple of days. I caught him licking around his private area this morning, and then I noticed there was some urine leaking out afterward. It’s kind of freaking me out because he’s never done this before, and he seems a bit irritated or uncomfortable afterward. I’m trying not to panic, but it’s hard not to worry when I’ve had him since he was a kitten, and this is totally new territory for me. Has anyone else dealt with something like this? Do I need to rush him to the vet, or is there something I can try at home first? Any advice would be super appreciated!
